Finland emphasizes the need to reach a peaceful settlement to the Persian Gulf crisis.
Therefore Finland regards it important that the Security Council send a clear message to Iraq that the only way to settle the crisis peacefully is for Iraq to withdraw from Kuwait and allow the restoration of its sovereignty.
With this purpose in mind, Finland is ready to consider a resolution in the Security Council which would authorize the use of every means necessary to achieve the goals set by the Security Council.
